Top 10 Contributors List

In 2014, the Fair Political Practices Commission began posting lists of the top 10 contributors to committees primarily formed to support or oppose state ballot measures and independent expenditure committees supporting or opposing state candidates that raised at least a million dollars. These lists help voters cut through the noise by providing a snapshot of the top funders for various campaigns. Click on one of the following links below to see the results:

How it Works

Committees are required to submit a Form T10 detailing their top contributors to the FPPC. Any time a change occurs in the list (e.g. additional contributions, a new contributor, or a change in the relative ordering of the contributors) committees are required to submit a new list to the FPPC to be posted on its website. 

Committees Required to Report

Two types of committees are required to report their top contributors to the FPPC:

  1. Committees that raise $1,000,000 or more and are primarily formed to support or oppose a state ballot measure and;

  2. Primarily formed committees that raise $1,000,000 or more to support or oppose a state candidate. 
Committees controlled by candidates and general purpose committees (commonly referred to as PACs) are not required to submit their top contributors to the FPPC. However, a comprehensive list of any state committee's donors can be found using the state's campaign finance database, Cal-Access.
